How  can I decide without periodic table only in mathematical way, 
which atoms in the column lies under and over it ?

First an example on the basis of the periodic table.  

We know the element phosphorus with the order-number 15.
Nitrogen lies over it with the order-number 7. 
Under it  lies arsenic with the order-number 33.   Solution as PDF-file

We get the number-row ?   7 - 15 - 33
